I restarted and found nothing else open. Task Manager indicates minimal resource usage, with only 15 tabs active. I drag the URL to the desktop by left-clicking it. Initially it functions, but after a few attempts it freezes. The process refuses to release the URL to the desktop. Moving the cursor back and forth shows the URL is selected (the dotted-line box), yet it doesn’t let go. Eventually, I must return to TaskManager, end the Google task, and restart from scratch. Anyone have encountered this issue? Any advice? It seems to be an HP Envy running Windows 11 23H2.

For testing, launch a Chrome Incognito window and attempt to proceed again. Checks if it functions correctly in that mode or not. If it works, it's likely a rogue Chrome extension causing the issue.

The experience was worse in Incognito. The circle cursor appeared when trying to drag the URL, but it was blocked.

It doesn't appear to be a Chrome issue but another factor is affecting your actions. Try clicking the three dots in the top-right corner, selecting Cast, saving & share, then creating a shortcut. Does this correctly add a URL shortcut to your Desktop?
