So the previous week I upgraded my old PC with several new components. The specifications are as follows:
Chassis: Phanteks Eclipse G500A D-RGB Fanless Edition (though seven fans are installed)
Motherboard: Asus TUF Gaming B760- PLUS WIFI (new)
CPU: i7-13700 (not K or F) (new)
GPU: Gainward GeForce RTX 3060 Ti (purchased earlier this year)
Memory: Kingston FURY Beast RGB DDR5 5600Mhz 32GB (new)
PSU: Asus TUF Gaming 850W Gold (new)
CPU Cooler: Dark Rock Pro 4 from Be quiet (new)
Screen: Samsung 27" LED Curved (bought in 2018)
My storage includes an SSD of 250GB used exclusively for Windows
An HDD of 1TB and a m.2 1TB drive
I also performed a fresh Windows installation, but after noticing the old Windows files occupied nearly half the drive (119GB), I deleted them. The system became unstable, showing a frozen screen and blue screen at times. After restarting, it worked again. I also turned off integrated graphics, but later re-enabled them and set PCI-e as the primary display mode in BIOS.
However, the issue that persists and remains unresolved is that whenever I press DELETE (the correct key), a black screen appears instead of the BIOS menu when starting up, only occurring when connected via PCI-e. This also happens during Windows memory tests. This led me to suspect a RAM problem, so I replaced the module. It didn’t resolve the issue. I’ve tried the following:
* Booting without the GPU
* Using an HDMI cable instead of my DP cable
* Swapping the RAM modules
* Resetting CMOS
If I start the PC with the DP cable connected to the motherboard’s DP slot, I can access BIOS, but not through PCI-e.
Since none of the solutions above worked, I’m stuck. With a friend who’s been working on this for hours, we’re starting to think it might be as simple as needing a better DP cable. My current setup doesn’t suit my existing cable. Other possibilities include a minor motherboard issue or problems with my SATA 250GB drive.
I’ve considered replacing my SSD and HDD with additional M.2 drives since I have space. But all previous attempts to fix things haven’t paid off. I’m at a loss. Could it be a driver or update issue? I’ve updated everything through Armoury Crate. Initially, I installed it on C:/, my Windows drive, but later moved it to D:/ (the HDD) for more space.
Anyone has any ideas?

Alright, the idea was decent, but it didn’t resolve the issue. I keep seeing a black screen when trying to access BIOS, even though the main display is set to auto.

It seems to be some kind of communication problem between my GPU and the DP cable/format. I ordered a new HDMI cable with 2.1, though I might only support 1.4, and then I'll check if it resolves the problem. Honestly, I really want to use the DP port. If I need to, I can send an email to nVidia for their opinion. I'm also not entirely sure the HDMI will allow me to run at 144Hz or that it will work at all, but I'll find out later this evening.

The new HDMI cable functions properly, but it appears limited to 120Hz, which is disappointing. I would prefer using the DP option if possible, particularly considering the BIOS settings. Do you have any suggestions on how to proceed?

I emailed Nvidia about the issue and they requested more details, screenshots, and asked me to test another GPU slot. I tried one of the alternatives and it resolved the problem. I received the logo and BIOS files as well. I think I solved it!
