The board came in used, possibly a common occurrence. If it lacks hardware, the BIOS might be the issue. Are there any BIOS flashback protections or anti-brick measures in place? Failing to pass a BIOS flash could result in bricking the device.

I'll investigate further, since I don't recall much at first. Trying to reset the BIOS might provide some clarity.
