I just completed assembling my PC. Components include a Ryzen 3600, TUF GAMING B550 Plus, two 8GB Corsair Vengeance 3200 kits, a Master 650W semi-modular PSU, and a 5700X GPU. When I attempt to power it up by shorting the necessary pins, I notice a click from my UPS but no response. Thank you for your help!

Verify all power cables carefully. Attempt to share using just one stick of RAM. Are the fans spinning or completely silent?

I attempted to upload with a single RAM module but it didn’t work. The fan isn’t stopping, and the motherboard and CPU appear normal. I also tried booting without using the GPU.
