Yes. That’s the recovery setting. Hit all the buttons together—power, volume up and down. A menu should appear. Pick reboot or keep going.

I tried using the factory reset option, but my device keeps prompting for the login from the account that was previously connected. Since I got it from Craigslist, I don’t have any official details, and Dell isn’t providing assistance.

He should enter recovery mode and start from there. Occasionally the red triangle shows up when specific files aren't found during boot. This often occurs after installing custom ROMs and neglecting to load necessary files.
