4GHz provides an extra speed boost beyond the standard 3.8GHz clock speed. Using more cores reduces the peak turbo performance, meaning you won’t see the highest possible single-core turbo in tasks that use multiple threads like Cinebench.

It's normal when it's operating above the base clock—it means everything is functioning properly. You might also try configuring Cinebench for single-threaded performance.
