I think it likely has a second graphics card. If it does, it’s typical—it mainly relies on the built-in graphics and only activates the dedicated one when needed. This can result in it using almost no power or even staying cool. You might notice it running at 0 watts and not generating any heat, just that it’s turned off.

Starting in 2014 Microsoft stopped letting users change between economy and performance GPUs manually. Now you’re forced to either accept the default settings or take control by disabling the iGpu in the BIOS (Radeon Vega).
