your 7600k is overclocked to 4.6 ghzon on an asus prime z270 a, but it tends to run hotter than usual because it stays at that speed constantly. you want to limit it to 4.6 ghz only when needed.

It seems typical for me. I have a 6700k OC'ed to 4.2ghz with an H115i aio cooler and maintain around 30-35c during idle...
Many forums say up to 45c during idle is normal and okay.
Not all CPUs are identical. He might just be lucky with a better internal thermal compound layout than you. Unless you're aiming for high 80s performance under load, I wouldn't suggest changing it. Just keep things as they are. You're comfortably within the expected range, especially at 70c during max load, which is excellent.

I don't think so. It seems you've given it a new OC level that exceeds the standard boost clock. That's why the boost clock exists. I'd suggest a better cooler to match your overclocking efforts. What cooler are you currently using? Is the CPU always running at 100%?

Are you checking if the high performance mode is activated in Windows Power Settings? This setting would continuously increase clock speeds, switch to balanced mode, and restart the computer.

i have a cryorig h5 ultimate. i stay under 70c with less than 100% loa and my idle runs between 35c to 40c.
my friend with the same cpu has overclocked to 4.4 ghz but his idle is much lower, and i was curious why he was throttling himself when not under load.

Just keep things as they are. You're well within safe temperatures, especially at 70c during peak use, which is excellent.

Apply speedstep and adaptive voltage. This will lower the multiplier and vcore during light tasks.
In Windows power management, make sure the minimum CPU usage is under 100%. A 20% target could work well.
