Hello and thank you in advance.
Today I assembled a new PC featuring an i7-6700k processor with a stock clock speed of 4.00Ghz and an Asrock motherboard.
I attempted to overclock, but the BIOS indicated a speed of 4.6GHz, while CPU-Z showed the stock setting.
The same issue occurred when trying to run RAM at 3200 MHz.
Am I actually overclocked or is there another problem? How can I resolve this—either from incorrect readings or misconfiguration?

I have not tried any of these. There are some positive comments about Corsair systems - https://www.newegg.com/Product/ProductLi...isNodeId=1. The H105 receives good customer feedback and is reasonably priced. But before you decide to buy, it's wise to compare with other brands for a clearer picture of water cooling options.

My temps seem fine, however upon stressing the CPU, it's still only using 4 GHz instead of 4.6GHz, what else can I try?

I can't find anything on their page. I've been messing around some more and I still can't find an answer.
I found out the fix was to flash my BIOS to the latest version! I no longer get reboot crashes, and I can successfully overclock!
Here is the video I found on flashing the BIOS:

Just keep an eye on your temperatures while you increase the speed gradually.
Good! Keep an eye on your temperatures while you increase the speed gradually.
I believe it’s connected, but I just experienced a blue screen in Windows 10. Maybe I should consider water cooling since those fans were running at maximum and I could hear them through my headphones. For the 6700k, what’s the ideal maximum temperature during heavy use?
