Multipliers 34, 35 and 36 aren’t available when C states are disabled, which means your CPU will perform slower under light load. You noted you once saw faster speeds before. That suggests C states were previously enabled. These states can be toggled in BIOS or via power plan settings in Windows. If BIOS options don’t exist, the issue may lie with Windows itself. Try opening the C states window in ThrottleStop, check the AC option and enable it. Press Apply and observe the changes in the monitoring table. If that doesn’t help, adjust the AC setting to Off and try again. Doing this with a different setting can resolve some users’ problems and restore proper turbo functionality.

I attempted to verify the C states AC feature and tried applying it multiple times, switching between OFF and ON settings, but the C states monitoring remained unchanged. It could indicate an issue with Windows, since no relevant control options appear in the BIOS.
