Instead, obtain a BIOS image from the motherboard’s product page – download and extract it onto a USB drive, then enter the BIOS settings to initiate the update process and direct it to the new firmware file. The system updates—bios and motherboard drivers—were finished, but the problem continues. I am now installing the graphics drivers.

Update: The graphics drivers were installed using DDU in secure mode, followed by a regular reboot before installation (only the graphics drivers were applied, excluding GeForce Experience). After a reboot and an attempt to launch Skyrim SE, the game still crashes immediately upon pressing “launch.” Far Cry 5 begins loading into memory before crashing (observed processes in Task Manager), Fallout 4 launched alongside all my applications, progressing until just before the Bethesda logo appeared; however, when I brought it forward using borderless windowed mode, it crashed and now behaves similarly to Skyrim.

Regarding that, has this setup ever functioned properly with games at all—either from its initial construction or after you added your present graphics card? Possibly both?

Absolutely, I’m capable of running numerous titles, including Ark, Assassin's Creed Origins, NieR: Automata, and Subnautica, alongside Monster Hunter World among others. My previous graphics card was a GTX 950, and those games I initially mentioned (which were available at that time) also failed to operate correctly when the 950 was installed.

I acquired the 1060 and set it up approximately two days before Automata’s release in February 23rd, 2017, primarily to enable smoother performance on that title at a higher quality setting. Since initially constructing the system, I haven't made any further modifications to its components.

So just to be clear, you had the same issue with a different GPU, which means we can rule that out.
I do have a feeling this is otherwise hardware related, I don't think its the PSU either though. While I do agree with darkbreeze to replace it anyway, its not going to fix this problem.
So a couple things, can we test your memory modules? Download memtest86 and run it, let it go for 7 or so passes, its time consuming yes, but necessary. Assuming your memory passes, then I am thinking you have a motherboard issue.
Before blaming hardware though its worth installing Windows 10 and seeing how it goes. If it solved the problem I wouldn't be surprised.

I ran a memtest86 3 times, which it says in the OP and it came back fine. I'm looking now and noticing i forgot to put 86 after memtest.. apologies for that..
If i do a clean install off the bat, will i need to re-enter the windows key? and if so will the windows 7 key i currently have active still work?
It would be quite an inconvenience to have the pc go down as i also use it for work and i dont currently have the funds to purchase a new OEM key 😕
