That sounds like a tough spot you're in right now.

So my computer has an Intel i7 processor with 9700 and runs really slow. Even playing games like Starbound makes the RAM feel sluggish because of that. My graphics card isn't bad, it's just an RTX 1650, which is okay but not great. I tried to overclock it in the BIOS but there are no buttons or switches to turn it on. Also, I can't access XMP settings either. Do I have to buy a completely new motherboard, or is there something else I can try?
You know what? That CPU won't let you overclock without K, so yes, it stays at a lower speed even when the computer is doing heavy work. If your memory sticks have an XMP setting, that should still kick in and boost performance on full load. But if those RAM modules only support 2133MHz, then the special high-speed mode won't activate at all because they just don't match the CPU's needs.
I'm sorry for taking so long to get back to you. Here is my info right now: ------------------- System Info ----------------- When this report came out, it was on June 2nd at around 5:51 a.m. The computer name I was using was DESKTOP-66S7IST. My ID number is {52FE772D-2C10-490A-A27F-45545732633A}. The software that runs this thing is Windows 10 Home, and it's running on a 64-bit version. I speak English as my language setting. My computer maker is Dell Inc., and the specific model is an XPS 8930. A quick note about my BIOS says it's version 1.1.9 with UEFI settings. I'm using an Intel processor called i7-9700, which has a speed of 3.0GHz. My memory sticks have 16GB total, and the computer is showing me 16GB available space right now. The software that stores things on my hard drive is C:\Windows. I'm using DirectX version 12 for graphics. My system screen resolution is set to a standard 96 DPI, which means everything looks sharp at normal size. There is no special setting called Miracast turning on right now. Microsoft doesn't know how good my Graphics Hybrid support is or if it works with DirectX database tools. I have an NVIDIA GeForce GTX 1650 graphics card installed. This card uses Integrated RAMDAC technology and runs at a full device status. It has been running for some time, so the problem code isn't showing up right now. My display screen shows me a resolution of 1920 by 1080 pixels in 32-bit mode. I have a dedicated monitor plugged into my internal setup that looks like it's from the G246HYL model. The output type is HDMI, and it's running at 60Hz with standard pixel formats available for display. My graphics driver version is 26.21.0014.4274, which has been working fine since March of last year. It's a WHQL certified driver, meaning it's officially supported by Microsoft, and the file size was about 963KB when I downloaded it yesterday.
Wait wait wait, that is pointless. Go download and run this link: https://www.hwinfo.com/. On your computer, click "Save Report", choose "Save to clipboard", then press Next. Then highlight all the information in that new window and copy it over here.
Nobody else showed up, huh? Are your CPUs and graphics cards running hot? Did you update all your driver software on the Dell site? Is everything working for chipsets, hard drives, network lines, video output, and sound?
