Tf2 was heavily optimized to run smoothly on older hardware, which made it perform well but also led to a lack of modern features and a dated feel.

You've just shared this, but it might be limited by your processor. The graphics card you're using is significantly superior to what your processor can handle, and it's probably the motherboard it's connected to.
