I've chosen to return to UDK to improve my abilities, but I haven't found any complimentary textures or static meshes to download... Anyone have recommendations for reliable free resources? I'm not skilled in design, so I can't create anything from scratch—just basic shapes.

Have you looked at UE4 at all? It's free now and has tons of free materials and texture packs from their content demos which you are free to use in anything you make. Not so much on the static mesh front though but theres lots of trees, rocks, bushes in the content demos etc

I found a desktop with the asset and tried it out a while back, but it seemed like UDK didn’t have any free texture packs available. There’s not much preloaded either. If you need recommendations for free textures and materials for UE4, I’d be happy to help you locate some options.

Visit the Learning Center inside the launcher and download the demos. There are also numerous free packs available on the marketplace. When building projects with the demos and packs, the materials and meshes automatically move to your Project folder. Simply transfer them into your project folder for use. The Open World Demo (Kite demo) offers the most assets, while Shooter Game provides various weapons and items.
