Several titles restrict frame rates, making it hard to exceed 60fps unless you adjust settings in .ini files or use third-party tools. I’m not sure if this applies to the game you mentioned, but it does happen with some games. With a 970, performance should be significantly better than 60fps.

Enable the disable frameskip setting to achieve higher frame rates, above 60fps. It will smooth most elements, with exceptions for clouds—those move quickly. Visualization notes: minor glitches appear occasionally, such as text at your cursor (gravestones, signs, named chests) flickering. I noticed severe flickering in Windows 10, though results may differ.

i know this is a very old topic but i'm gonna leave a reply to help others who stumble onto this. In Terraria, if you disable frame-skip, the game should run at the refresh rate of your screen. It may speed up the physics of the game though.
