It relies on the average frame rate. 60 frames per second plus or minus 10 fps will be noticeable, while 144 fps plus or minus 10 fps isn't as impactful.

At 144 FPS or above, the drop becomes less noticeable unless you're using VSync and motion blur reduction. To bypass this, consider Gsync or Freesync, though few monitors support both blur reduction and VSync simultaneously. For standard blur reduction, maintain consistent FPS matching your refresh rate (VSync on) and avoid drops below the monitor's refresh limit to prevent stutters. If you switch off VSync, FPS must match or exceed the display's refresh rate for smooth performance.
