Conditions are quite extreme. Possible issues include a faulty pump and misaligned fan assembly. I suspect the vertical mounting might be problematic. Are the fans rotating?

The pump is functioning properly. The radiator sits flat on the casing, and the fans appear to be operating correctly. It might be related to the mounting issue.

The speed is quite low at 1700rpm. Is it possible to boost it to 2.7–3k using software? Also, a core temperature drop of 25°C seems unusual. Make sure your backplate is straight and balanced—any unevenness could affect pressure stability.

It seems the setup is near full capacity. You can still try increasing it, but be aware that the temporary fix might not be ideal.
