My laptop gets warm during games like Tom Clancy and others. I didn’t change my card settings for that. I was checking MSI Afterburner recently and discovered a feature called temp limit. Anyone know how to turn it on? Are there any programs that can help cap CPU and GPU temperatures at a specific level, like 78°C? Thanks!

Limit them to avoid overheating. It seems the system will slow performance under high temperatures.

Thermal throttling happens when a processor's temperature reaches a certain limit set by the manufacturer and it slows itself wwaaaaaaay the hell down to stop itself from dying. All you're doing is lowering the temperature limit, so that if it reaches it, it will slow down. Basically, it will throttle if you tell it to. I personally would just tell the fans to ramp up before it gets toasty so that it doesn't get toasty as quickly. Also, it's a gaming laptop, it's going to get hot.

I believed you were asking about shutdown temperatures. For the CPU, they are set to 105°C by default.
