Hey, I see you're running a Ryzen 5 3600 on an Asrock B550M for about half a month. About three days ago you updated the BIOS and noticed inconsistent CPU speeds. Even after switching to Ryzen Balanced and Idle mode at 5%, the issue persists—your BIOS shows high speeds in idle, and your CPU temperature is elevated. Someone, can you check this?
It seems the CPU remains in a high power setting even when usage is low. The temperatures appear typical on your screenshot. I suspect Windows is operating in high performance mode. Try searching for "Choose a power plan" in Windows and switch your system to Balanced mode.
It's clear that Ryzen Master is providing incorrect settings. These processors don't run at 61mhz as indicated by the core clock. You might want to give it a try... Turn off any OC programs at startup, set Ryzen Master to its default options, and install the latest chipset drivers from AsRock. Power down the board and reset the CMOS according to the manual instructions. Once done, restart and use CPU-Z to verify everything is correct. Adjust your power plans based on the results.
Ryzen master appears to be misleading you, doesn't it? Are you using the standard cooler and PBO? (precession boost overdrive) The Ryzen 3X line always runs PB, which enhances precision. PBO informs the motherboard to allow higher TDC EDC and power settings, which increases heat output. This causes the AMD temperatures to fluctuate normally. In my view, PBO needs improvement from AMD. I noticed my ASUS X570-F tends to overclock more than necessary, generating extra heat. If you're not using a solid cooling solution and sticking with the stock cooler, switching PBO to auto (usually disabled by default) or turning it off might improve performance. You should expect only a minor drop—around 3 percent—and notice much lower CPU temperatures. Hope this clarifies things.
It's already balanced, and the PC believes it's in performance mode. When I switch to power saver, the CPU speed drops to 2~GHz and remains there without further adjustment.
Reset the bios and balanced settings back to their standard configuration. It appears this occurred following a recent BIOS update, before things returned to normal. Installing Windows again might resolve the issue.
