Uncertain about the entire CPU setup, but this specific hotspot is definitely there (or maybe a bit above 80°C). Still within acceptable limits. Likely the TDP is around 125W. The heat has to be managed somewhere, so raising the CPU temperature helps direct it to the cooler. Newer CPUs tend to be even more demanding.

I believe these items are from your laptop. The details about USB-C charging and voltage options seem unclear. You mentioned a 100W PD and some files—check them for more info. Also, you could look into resetting the battery in 113.pdf, 111.pdf, or 112.pdf. Apologies for the mistake.

5800x3D is limited to a maximum of 4.55GHz, which raises doubts about the 4.7GHz reading. This discrepancy makes me wonder if your monitoring tool is inaccurate. HWmonitor, for instance, doesn't properly capture peak boosts on AMD systems like the Ryzen 7000.
