You likely used windowed mode previously, but the current setup has a mismatch between refresh rate and resolution.

Your system is attempting to display at a resolution not compatible with your monitor. Switch to a windowed view and adjust the resolution to match your usual desktop settings. Which type of monitor are you using?

I’d like to join the GTA San Andreas multiplayer session. I usually play with a windowed setup, but my monitor is set to 1080p. It looks like the game expects higher resolution than what I have. Now I need to reduce it further, but I can’t even start loading the game.

Benq 16-inch screen, I also can't switch to windowed mode, I usually use alt+enter instead.
