scenes are merely films and don't heavily rely on the GPU. It's similar to watching a YouTube video for most games, and I think it's probably the same here.

I identified the issue. I enabled V-Sync in fast mode, then turned it off. GPU utilization increased and I reached 200fps at 4K resolution. It's still puzzling why that happened.
