I need it to be available around the clock so people can participate even when I'm not playing.
You can simply run it on your own machine and maintain it around the clock. Running for 10 users requires almost nothing (I manage 3-4 people continuously on my server without any performance drop). If hosting on your system isn't possible, you're likely to find someone online willing to host it free of charge.
I've consistently relied on nfoservers.com for gaming and voice servers. Top servers and excellent assistance.
I access http://www.gameservers.com/. They've performed well thus far. I previously played multiplayer servers, but they would frequently shut down unexpectedly for 15 to 30 minutes. I'm paying around $5 per month for a 15-slot server.
