Recently on my primary screen the taskbar appeared distorted and I couldn’t determine a solution. After rebooting the computer it remained unchanged, while the second monitor displayed normally. The first image corresponds to the second monitor, and the second image shows the main screen.

For a brief instant I imagined you had stumbled upon a solution for the Windows 11 taskbar that everyone dislikes and discovered a method to adjust its size. However, I realized you're also using Windows 10. You should right-click on the clear space at the top of the taskbar and uncheck "Lock taskbar" if it's selected. This will allow you to drag it down as suggested by @ItTakes2ToMango, then simply re-lock it to prevent it from happening again.
