Task Manager checks every second, which brings up doubts about its precision. I don’t believe the tool is faulty; rather, it might not be receiving consistent data or it could be relying on a stable source under normal settings. For instance, my CPU is configured at a steady 100MHz, yet no reports show it consistently hitting 4.0GHz all the time.
