Task manager consumes full CPU usage
It seems the system isn't responding fully, with temperatures matching idle levels but the frequency staying fixed at 4.10GHz instead of adjusting.
I understand this could be obvious, but have you looked at the process section?

I completed a system restore...but it’s not booting now...so I’m using a recovery drive instead.
