Hello, I managed to unlock speed for CPU Xeon E5-2678 V3 successfully. After the unlock, my CPU's maximum speed core reached 3.3 Ghz, which is great. However, I encountered a problem: the CPU automatically reduces its speed to 1.19Ghz when the load becomes full for extended periods (several minutes). In this video, I discuss the issue: Xeon E5 2678 v3 unlock problems – automatic slowdown of clock speed core. It gradually decreases from 3.3Ghz (maximum speed core) to 1.19Ghz (very slow), and I’m unable to resolve it. I tested using two applications: hyper-v and camtasia, which monitor CPU performance. My setup includes an XEON E5 2678 V3, Huananzhi X99-TF motherboard, 64GB DDR3 RAM at 1866GHz. Please see my video. Thank you.

There remains the same problem with AMD Ryzen CPUs getting stuck at 500Mhz, etc. Check the VRM temperatures. Also consider disabling c-states and speedstep to determine if it helps. It might be a driver-related issue. There could be problems with how the was applied or with the code used for hacking the CPU. The motherboard VRMs might also be faulty. I haven’t used the Huananzhi X99-TF board and my previous hardware has been passed to someone else.

Is it solely Tmax (meaning the chip stays at maximum turbo as long as the CPU isn’t overheating) or does it also take into account power consumption or other factors? I’m curious because I’m planning to build a workstation with one of those budget V2/V3/V4 Xeons on eBay. It would be great if I could keep the core near maximum turbo simply by installing something...
