System-wide freezing and stuttering?
I recently assembled a new PC and am experiencing frequent freezing issues where the system stalls with noticeable delays between frames. The problem lasts roughly a minute and occurs only once during boot, without a clear pattern or consistent usage. Audio remains unaffected while the rest of the system freezes. I have tested multiple drivers to rule out CPU or GPU conflicts, performed a clean installation using DDU each time, updated the BIOS, and re-imaged the system with a fresh Windows 11 install to ensure no corruption. The replacement components include a Cooler Master v850 and a Corsair RM1000x. My PC specifications are as follows: Ryzen 7 7800X3D, ASRock Taich RX 7900 XTX, GIGABYTE B650 AORUS ELITE AX ICE, 64GB CORSAIR Vengeance (4 x 16GB) DDR5, and Corsair RM1000x.
Execute Task Manager to identify any increases in CPU or memory consumption during the stuttering episodes.
Can you launch specific applications, open menus, or is the system so slow that nothing functions properly?
Notice the presence of four RAM sticks; using all four slots might restrict the RAM clock speed or trigger problems.
Are you intentionally overclocking your RAM?
It’s possible your RAM and CPU aren’t functioning well together, or there could be an issue with the motherboard.
Having two RAM sticks would likely improve performance slightly, but it would also help resolve any compatibility or timing concerns.

I haven't seen any spikes at all; resources appear stable during the stuttering. I can still open apps, though it's challenging because the mouse keeps teleporting. If I manage to position the mouse correctly during the stutter and click, it usually works, even if it might take a moment for the app to open fully since the stuttering continues.
Temperatures are normal. Idle stays near 38/42, and gaming load remains below 65.
I have an update. After finally being able to resume working on it, I managed to improve thread usage during the stuttering period. It seems the issue is that the first thread is reaching its limit, as shown in this photo.

But I’m not sure what exactly caused it.
There are various options available, yet I remain fond of utilizing Process Explorer to examine program usage details.
How current are all the details? Are the latest bios and fully updated Windows available? If Core0 is being fixed at 100, it might indicate a scheduling problem. Perhaps updating the operating system is the simplest solution. I noticed you recently reinstalled Windows, but some users have concerns about applying updates.
