I've just assembled a new PC and the CPU isn't reaching above 1.6GHz even under heavy load with Prime 95 or CPUZ testing. I've tracked its performance during stress tests and confirmed it's not throttling because temperatures hover around 70°C. The HW info indicates the Vcore is drawing 1.6v, ruling out power supply issues. I've set Windows power management to high performance and reset the BIOS to factory settings, but nothing seems to work. I'm unsure what to do next and would value any advice.

PC Specifications:
- MB: Asrock Z790 PG Riptide
- CPU: Intel I7-14700K
- GPU: Nvidia 1070TI
- RAM: Kingston FURY Beast 32GB @ 6000MHz
- PSU: NZXT 1000W
- OS: Windows 10 22H2
- Temperature: ~70°C during tests

What BIOS version do you have installed? Due to certain Intel 13th and 14th generation problems, the system might have chosen a low-power setting. Be sure to apply the newest BIOS update and verify the selected Intel performance profile.

The 1.6GHz frequency isn't the main clock, it's from a distance. Restart BIOS and verify power connections.

Thanks for the feedback. I’ll ensure I update the BIOS correctly moving forward, avoiding the 2022 version.

Currently, most chips from the 13th and 14th generation are showing signs of hardware issues. Intel has issued BIOS updates and some Windows patches to mitigate the problem, though it’s unclear if this completely prevents further damage. Your system likely received an extreme safety fix before the BIOS was updated. There are many unexpected changes happening with Intel products, and companies are releasing quick fixes to reduce warranty claims—so these occurrences can happen sometimes.
