Start from a Windows installation media (DVD or USB) and launch Safe Mode. Use Parted Magic to assess the disk health, or run Hiren's Boot CD to access various diagnostic tools. Try booting another Linux distribution on a different drive and verify if it starts. Alternatively, install another operating system on another drive and test its functionality.
