A student in my class faced the same issue, and I demonstrated how to reinstall Windows, which resolved it.

I received the version from Cooler Master. It seems the issue started after I installed the latest driver update, even though everything worked before. I've been playing games on it for about six months now.

Things usually function until they stop. The driver update might have changed something, causing it to attempt using PCIE-4.0 in a desktop setup—which is unusual but that's what happened. The riser only supports PCI-E 3.0 signals, while PCI-E 4.0 needs more isolation to avoid interference inside the riser. The GPU didn't recognize the signals and displayed a black screen. Adjust your PCI-E speed to 3.0 or use a PCI-E 4 riser to resolve the problem. The RTX 3070 won't consume all of the PCI-E 3.0 bandwidth, so performance loss isn't a concern.
