I am eager to test the new MS Flight Simulator 2020 once it becomes available in mid August. The developer has provided their suggested system requirements: Intel i5 - 8400 / Nvidia GTX 970 with 4GB VRAM / 16 GB RAM / 20 Mbps bandwidth. I believe my current Dell XPS 15 9560 / Bio 1.19.2 / i7 7700 HQ CPU @ 2.8 Ghz (8 CPUs) / 16GB DDR4 / NVDIA GTX 1050 with 4 GB VRAM / Directx12 / 60 Mbps bandwidth will meet at least the recommended standards. Unfortunately, I cannot fully grasp the technical details when comparing my exact specifications to those requirements. Any advice would be appreciated. Thank you.

On a CPU level, you're likely fine. The i5-8400 and i7-7700HQ share nearly identical clock speeds, the only variation being...

CPU-wise you seem fine. The i5-8400 and i7-7700HQ share similar clock speeds, with the i5-8400 offering 6c/6t and the i7-7700HQ 4c/8t. Regarding the GPU, you’re a bit below the suggested specs. Here’s a comparison of the desktop 1050Ti against the GTX 970:

Laptop GPUs usually match or exceed their desktop counterparts, so a desktop 1050Ti would perform similarly to a laptop 1060.

I've never encountered a laptop with the ability to upgrade the GPU or CPU. They provide other specifications instead.
