It doesn't appear to elevate any cores beyond 60%.

I would begin by reinstalling the game and removing all configuration files it employs.

Creating a fake bottleneck isn't effective. If you can't pay for something, it shouldn't be considered premium. This decision stems from comparing the part's cost and performance against alternatives. To fix it, have you checked reinstalling GPU drivers or used older/beta versions?

This behavior is typical in most MMOs. When many players gather, your CPU works harder to handle more netcode. The best way to boost performance is to set your power plan to top speed and enable overclocking. While playing ESO, the gap between balanced (default) at 5820k @ 4.0GHz and maximum at 4.4GHz was roughly 15 FPS.

Through further investigation, I discovered the single-core limitation was the main issue. I observed a random core increasing in busy zones. Adjusting the settings led me to create a tailored configuration, enabling full optimization while keeping 60fps or higher. Changing the viewing distance to 75 instead of 100 didn’t affect my experience noticeably. This adjustment prevented the core from spiking enough to cause FPS drops.
