My processor launches instantly at full speed upon startup. I performed a complete wipe and reset just to confirm there were no lingering background processes or malware from a download. CPU model is Ryzen 5 3600. All storage devices appear pristine since the reset, which could be related to the cooler—though I’ve used the original one for four years without issues. The problem began yesterday.

Cooler shouldn't affect CPU usage. In the processes list sorted by CPU activity, what information is displayed?

Only MS Edge and File Explorer are running; all other applications are inactive. Otherwise, it appears to be just the standard Windows and motherboard background processes.

I notice you're likely receiving updates. Hold on while they finish, as downloading and unpacking files can be quite CPU-intensive.
