Well, do you rely on auto-voltage in your BIOS or are you using a fixed setting you adjust manually? Whenever I change the CPU voltage to something other than auto, I consistently experience a static clock speed. But when I keep the voltage at auto, the clock frequency becomes more adaptable, ranging from 1.6GHz to 3.5GHz based on system load.

Images of BIOS can be useful, but you might also attempt to reset your CMOS, which restores the BIOS to its default settings. There are a couple of ways to do this: Check if your board has a CLR_CMS jumper near the bottom right (possibly left) and short the connection with a flathead screwdriver. Alternatively, you can remove the battery—press the metal tab and pull out the battery for about a minute before reinserting it.
Thanks guys, I appreciate the input. So far you guys have been more helpful than ocn : D Here are 2 screenshots of CPU-Z and the temps. Nothing besides drivers were running in the background I wasn't quite sure what to take in the bios so I only snapped a few regarding the CPU. I hope its readable
