Have you experimented with just a single stick? It might be that one stick is defective. Alternatively, test the single stick on every distinct RAM slot.

It seems like the issue was really straightforward. I reset the CMOS and had one stick of RAM boot up properly even after powering off and on. After swapping to the other stick, it initially worked but then stopped functioning. I identified the problem, so thank you for your help!
