Your GPU hotspot temperature is significantly above the safe range, indicating possible overheating issues. This may cause temperature-based throttling. To verify, install GPU-Z and monitor while gaming; the perfcap output will indicate if the card is limiting performance. Colors mean: red = temperature, blue = voltage regulation, green = power cap, Psu = 12V rail voltage. The Psu voltage is slightly low but still within normal limits. All other sensors appear normal. To eliminate thermal throttling, clean the heatsink with compressed air and ensure the case side panel is off.

It’s worth mentioning that both RAM sticks are from the same brand and model, though one was purchased later. This could explain the temporary fix. Buying a set of two 16 GB modules might help resolve the problem.

They're operating on a dual channel setup. As long as you're stable, memory issues are highly improbable.
