I updated my setup today using these components: i5-9600k (3.7Ghz 6 core), 16GB DDR4 2133mhz, MSI Z390-A Pro board. Previously I had an older AMD Phenom II with 8GB DDR3 and a slower system. After reinstalling the GPU driver and restarting, performance improved noticeably—especially for Chrome, Windows Search, and window resizing. No further issues reported. It seems my hardware might be underperforming due to BIOS settings or misconfiguration rather than the parts themselves.

My thought is viruses, outdated programs, or Windows behaving oddly. In any case, a fresh installation is a reliable method to eliminate the problem.

I really didn’t realize you were capable of that. With Windows XP I always reinstalled when setting up a new MOBO. Other parts you can replace and update drivers.
