Did you locate and eliminate the Intel Dynamic Platform and Thermal Framework Driver? Which approach did you take? Unless you delete this driver and stop it from being reinstalled, after rebooting you’ll likely see it reinstalled again by Windows. Try removing it first and then run another test, loading a new log file before restarting. Your log indicates the turbo power cap remains at 10.0 Watts, which severely impacts performance. If Dell configures this in the EC, no software like ThrottleStop can fix it. This renders your laptop impractical for anything beyond minimal tasks.

I recently received my daughters' new laptop and encountered this problem. It seemed the CPU throttled at 40°C. After extensive troubleshooting and confirming with throttle stop, I updated the Intel Dynamic Platform and Thermal Framework Driver. This resolved the issue on an i5-5300U.
