System operates at full processing capacity even when not actively running tasks.
Over the last few days I've been struggling with my CPU. When idle it appears to be running at full capacity. I own an i7 9700k, 32GB RAM, an RTX 2080, and a Z390 gaming pro carbon. Here are the steps I've taken: 1) let the PC rest, 2) updated the BIOS, 3) ran multiple antivirus scans, 4) updated the OS, 5) switched power settings to Ultimate, 6) used CMD to check for corrupted files and reinstalled Windows 8, 7) downloaded Intel's Extreme Tuning Utility (it says everything is fine). So far nothing has improved. Could you help?
