It's typical for performance to reach maximum speed when starting games. My 1600af hits 100% during boot in Minecraft and similar titles. It essentially transfers large amounts of information between the hard drive and solid-state drive. As mentioned earlier, this can happen.

Inspect the drive links. A faulty SATA might be causing issues with the controller, and under heavy I/O loads the CPU could become unstable. If everything checks out, simply delete a few startup entries in Windows and test with a few open applications while gaming. This should likely help.
