You're experiencing CPU spikes during game startup after moving your PC into a new case, but the issue resolves once you boot into the game. It seems the problem might be related to thermal throttling or power delivery under load. Since you haven't removed the CPU and handled it gently, it's likely not a hardware fault. The slight underclocking of your RAM could also play a role, especially if your motherboard can't support higher speeds. Consider checking for dust buildup, ensuring proper cooling, and verifying that your RAM is functioning correctly. If the issue persists, a professional diagnosis might be helpful.

During startup, the CPU fetches information from the hard drive and places it in RAM. This process puts pressure on the CPU.

It's typical for performance to reach maximum speed when starting games. My 1600af hits 100% during boot in Minecraft and similar titles. It essentially transfers large amounts of information between the hard drive and solid-state drive. As mentioned earlier, this can happen.

It's common for systems to experience temporary slowdowns or freezing during brief periods like 1 to 3 minutes.

They handle it well, even when connecting to a real lobby with my 4770k—it stops working. Would a 64-core CPU help confirm that?

Inspect the drive links. A faulty SATA might be causing issues with the controller, and under heavy I/O loads the CPU could become unstable. If everything checks out, simply delete a few startup entries in Windows and test with a few open applications while gaming. This should likely help.
