You're experiencing a shutdown problem where peripherals stop working but the computer remains on. Initially, you suspected a drive issue, but a M.2 upgrade didn't fix it. Recent BIOS changes like disabling legacy boot or altering the bootloader haven't resolved the problem. After resetting the BIOS to defaults, the issue persists even with fresh OS installs. The situation seems linked to switching between operating systems—especially moving to Pop!_OS and then back to Windows 11. Any guidance on troubleshooting would be helpful. Your PC is a prebuilt CyberPowerPC from Walmart: MOBO - ASRock B360M Xtreme CPU - Intel Core i7-8700 GPU - Nvidia GeForce GTX 1660.

The PC remains powered, the display still shows content, and fans continue to operate. "PC doesn't shut down" means it hasn't entered a power-off state.

When the machine shuts down, my mouse and keyboard stop working as expected, along with the monitors, but the tower continues running. Lights and fans remain active, while one screen stays on without displaying anything. To force the PC to power off, I need to press the physical power button, which feels uncertain during a restart for updates. After letting it rest for 30 minutes, the situation hasn’t changed.

The previous time you updated Windows might be some time ago. It's possible a setting was changed or an application was running that delayed the shutdown. You may want to reinstall Windows if needed.

Initially, I assumed the issue was related to the window installation, so I performed a complete reset. However, during the brief restarts while installing and configuring Windows, the computer remained stuck with the monitor's backlight on, even after powering it off and rebooting via the power button. The keyboard and mouse stayed disabled.

Additionally, this problem also appeared when Ubuntu was installed temporarily. I’m considering a fresh Windows install to check if it resolves the issue, though it had occurred before and after my current M.2 SSD installation with a new Windows setup.

If you've ruled out software problems, the problem likely lies with hardware. Have you experimented with different RAM setups, as it’s the simplest way to verify? Start with this test first to clear things up. Since we believe the power supply is receiving shutdown signals from Windows, I’d consider replacing the PSU to check. Return if that doesn’t fix the issue, or keep it if it does. Next, examine the motherboard—though I’d also look for others who might have similar problems before proceeding.

Following a fresh setup, the problem persisted even after installation. I discovered on Reddit that another user encountered the same issue, which was caused by improperly connected PSU cables for the CPU. Tomorrow I plan to inspect all my wiring to verify everything is properly linked before proceeding. Thank you for your assistance; otherwise, I hope the solution isn’t overly complicated, but appreciate the guidance given.

It seems RGB was left on after power-off. Check the BIOS or RGB software to adjust it off when the system is inactive. If the sleep state isn't functioning, turn off all power management options in BIOS. On Windows, ensure shutdown triggers a full shutdown instead of sleep or hibernation. Also, disable Fastboot for better control.

I've been using this computer for a while now, and the RGB never caused any problems before. Until recently, it would turn off completely even when active. Not just with the RGB on, the fans also kept running. Fastboot is disabled, so I started by adjusting the power management settings to prevent sleep or hibernation. Then I reset the BIOS to its default values, which only changed when I enabled Legacy mode—since that’s the only change I made up to now.

Restart the chipset drivers by holding the shift key while clicking reboot. In the troubleshooting section, run a command prompt in administrator mode and execute sfw /scannow. It functions more effectively without any files loaded. Consider what you might do next.
