This system uses a 2-core, 2-thread CPU. I don't anticipate significant speed gains based on current benchmarks. Which web browser are you using?

Atm Chrome was the browser, but earlier I used Windows and the CPU usage stayed around 40% or less.

Windiws 10 has a lot of issues behind it, and just 4GB of RAM isn't enough. You might want to consider something else.
