I observed a decline in laptop performance. The CPU core speed appears to be underclocked, and stress testing didn’t improve it. Power settings show the CPU max performance is capped at 100%.

Did you experiment with your BIOS settings? The way a laptop's maker designs them can include power management features in the BIOS.

I believe I resolved the issue by reinstating the default BIOS settings and achieved the desired outcomes.
