System details: Windows 10, CPU i5 6600K, 8GB RAM. The issue remains unresolved despite multiple troubleshooting steps. Task manager shows maximum usage at 20%, but CPU-Z reports speeds between 795-799MHz. Recent actions include reinstalling Windows, checking drivers, resetting BIOS, and adjusting motherboard settings—still no improvement. Any advice would be appreciated.

Also, did you verify with a manual BIOS reset using a jumper or replacement battery? Please confirm. Additionally, ensure the CPU performs well under stress in Cinebench R23, not just during idle in Windows. Lastly, review system utilization through HWinfo64.

I attempted to reinitialize the BIOS by removing the CMOS battery and using GUI settings reset. For performance, I compiled code that achieves near maximum CPU speed and full utilization. I also checked re-seating the CPU, RAM, GPU, and PSU.
