I just assembled a new PC with the B450 Aorus Elite, 1300X, 8GB RAM, GTX 650, and a 256GB XPG SX6000 Pro. After booting successfully, I got into Windows but after restarting it entered an unabortable boot loop. The boot status lights turned to VGA and then restarted again. I reset the CMOS with the jumper, removed the battery for five minutes, took it apart and reassembled it, but nothing changed. The boot process now skips the CPU and RAM stages, jumps straight to VGA and restarts from there.
Based on the GPU's VBIOS settings, UEFI or secure boot might not be available. The BIOS on the motherboard could set it to UEFI mode with secure boot enabled. In this scenario, you'll need a different GPU that supports it, reset its CMOS, update its VBIOS if possible, and then re-enable it.
It seems the BIOS defaults to UEF even after clearing CMOS. If you have friends with RX 580 graphics cards, using one to bypass secure boot might help access the BIOS settings.

I owned an RX 480 once and also experimented with Secure Boot, but it didn’t work because my Windows installation wasn’t converted to GPT. I managed to access the BIOS with that card and restored CSM, so you’re correct in thinking it should have worked. It just didn’t boot into Windows, which was the expected outcome.
I received an 1650 from a friend, and the PC started working properly. I accessed the BIOS, turned off Secure Boot, saved the changes, and rebooted successfully. After replacing the 650 chip, the system is now looping again. From what I know, disabling CSM also turns off Secure Boot, and vice versa... right? Since I only disabled CSM to test, it seems possible to have both CSM and Secure Boot disabled at once, leaving Secure Boot still active. I’m not sure if I can confirm this without checking the settings directly.
