Consider testing the disk or using a thumb drive to check for boot functionality. Make sure you're connected to the right drive completely. If necessary, remove the 1TB HDD.

It seems the setup is functioning on some systems but not others. Server 08, Windows 7, and Windows 10 all load without booting to the installation screen, while Windows Server 03 does.
