Someone, can you assist in understanding why your CPU stays below 20% usage and doesn’t reach over 1GHz? It only happens when you start Cold War and you’re unsure what’s causing it. This affects your frame rate and makes the CPU response slow to 50–100ms, especially if you open a browser or press the Windows key while trying to close it. You’ve updated GPU drivers, run a scan, and used Blizzard’s tool, but nothing resolved the issue. Help needed!

Would have benefited from contemporary combat rather than the Cold War era? Its numerous shortcomings were evident.

@Uribe408 Give ThrottleStop a chance. Check the Limit Reasons window for any throttling issues. Some games cause power limit throttling PL1 or PL2, while others trigger BD PROCHOT. If red appears for BD PROCHOT, clear that box in ThrottleStop. For either type of throttling, use the Lock option in the TPL window under Turbo Power Limits. This issue seems to be happening more often lately. Share some ThrottleStop screenshots next time you encounter it.
