You're seeing a blinking underscore because the CMOS battery was removed. This can cause the BIOS to freeze. Make sure the battery is securely reinserted before trying again.

Attempted to reinstall the CMOS again on an HP before, possibly due to improper battery connection or a dead CMOS issue.

Have you attempted to restart the BIOS through standard methods? Many motherboards include a switch or jumper for this purpose.

I retrieved the CMOS battery, but it remains locked in the white placeholder section—no access to Windows at all.

If you mean normal, it involves opening BIOS and applying default settings. I couldn't access the BIOS before removing the CMOS cell. It got stuck with a blank symbol.
