Hey, I see what you're dealing with. It sounds like your friend might have some underlying hardware or configuration issues. After trying a fresh Windows install and swapping the network card, nothing seems to have changed. The problem could be related to the mainboard itself—maybe it's not compatible or has a fault. It might help to check the motherboard documentation or consult a technician for a deeper inspection.

It seems the power supply might be outdated, and older PC components often need more power than they receive.

A PC roughly a year old with these components: i5 9600K, Asus Z390f, 16GB DDR4 at 3000MHz, Corsair Vengeance 500GB SSD, Pure Power 600, Asus Gtx 1070 Ti, Strix Pure base, and Windows 10 Pro.

It seems to be using either DHCP or a fixed IP address, but there appears to be an inconsistency. I suspect a mismatch might be occurring. Consider assigning a static address outside the DHCP range. It's unusual for this issue to appear in both houses unless they share similar network subnets.

That's why I'm feeling a bit stuck, since theoretically all options are covered. Maybe I'll check out some BIOS updates or switch to another motherboard, but I doubt it will help. It's currently using DHCP.

Updated the configuration to a static IP address. Still no new concepts, just the same issue.

There are VPN applications available. It looks like the problem might be related to the operating system or software settings. A new network interface can help fix hardware issues, though a faulty switch could cause problems. Using VPN tools can bring many benefits.

Sure, I'll begin replacing components in the PC and observe any changes. If I detect an issue, I'll let you know.

It works even after a new setup and without any other software running on the computer.
